Andrew Smalling is running for Sheriff of Broward County to lead an agency of public safety professionals who provide exceptionally respectful service to the communities we serve.
Andrew has a wide range of military, law enforcement and executive leadership experience. His skills range from intelligence analysis to school safety. He has led and supervised investigations into organized crime, and police misconduct. This experience, in addition to his time spent as a board member of the Broward County Chiefs of Police Association, has given Andrew a first-hand and unique understanding of policing throughout the county. He is a graduate of the 238th Session of the FBI National Academy, as well as a graduate of the Broward Sheriff’s Office Center for Advanced Criminal Justice Studies Executive Leadership Program.

About Andrew
Andrew Smalling is running for Sheriff of Broward County to lead an agency of public safety professionals who provide exceptionally respectful service to the communities we serve.
Andrew was born in Jamaica, W.I., and emigrated to the United States at the age of 8. He grew up with loving, working-class parents in the Bronx, New York where he attended public elementary, middle and high school. He then attended college at the Florida Institute of Technology in Melbourne, Florida where he earned his Bachelor of Science degree in Technical Communications in 1985.
In 1986, after graduating from college, he joined the United States Marine Corps and began his decade-long career as a military intelligence officer. While in the Marine Corps, Andrew participated in Operation Desert Shield/Desert Storm and received the National Defense Service Medal. He served with Joint Task Force 4 in Key West, Florida as a reserve officer from 1991 to 1996. In 1996 he received an honorable discharge from the Marine Corps after attaining the rank of Major.
In 1991, he joined the Broward Sheriff’s Office (BSO) as a Deputy Sheriff and served twenty years. While with BSO, Andrew rose to the rank of District Chief for the City of Lauderdale Lakes. He retired in 2011 as the acting Major supervising the North area which consisted of the cities of Lauderdale Lakes, North Lauderdale, Tamarac, Deerfield Beach, and Parkland. While at BSO, Andrew earned a Master’s degree in Criminal Justice Administration from Lynn University.
Shortly after leaving BSO, Andrew was appointed as Chief of Police in the City of Lauderhill and served the city from 2011 until 2015. As Chief of Police, he established a community policing philosophy through a multi-faceted approach which included utilizing officers on bicycle and foot patrols, balancing community liaison officers with assertive law enforcement and creating a Strategic Enforcement Team to focus on crime involving illicit drugs and violent gangs. This resulted in a significant multi-year reduction in drug-related and violent crimes in the city.
Andrew currently continues his life-long dedication to public service as an Assistant Professor of Criminal Justice at Broward College where he teaches criminal investigations, homeland security, and management and supervision courses.

Andrew is married to Pauline and has two children, Matthew and Stephanie.

To improve community policing in Broward County by being sensitive to community needs and fostering a more cohesive relationship between the Sheriff’s Office and the communities it serves.
Good leadership positively affects an organization and manifests itself in the way employees relate to each other and the public they serve. The leadership of the Broward Sheriff’s Office needs to restore public trust and reestablish its reputation as one of the premier law enforcement organizations in the United States. Andrew’s main objective is to provide quality, accountability-driven service for the residents and visitors of Broward County through community-focused public safety.
To develop and improve the system and processes that will facilitate greater school safety for the children of Broward County.
The residents of Broward County expect and deserve strong leadership when it comes to the safety of their children and the security of public schools. Andrew believes the solution to this can be found in establishing a unified, dedicated, school safety division. This division would be an integral component of BSO with the primary responsibility for providing security and conducting investigations in all public schools throughout the county.
To focus on the elimination of secondary victimization
The residents and visitors of Broward County should be assured that any interaction with BSO exceed their expectations. Andrew plans to provide an intensive focus on customer service and satisfaction, aimed at making BSO’s first impression to the public a positive and lasting one. This will be accomplished through a renewed emphasis on victim follow-up, case status updates, deputy training and citizen satisfaction surveys.
To positively impact our jail population and reduce recidivism.
Our jails have become a warehouse instead of a place of rehabilitation. We are jailing law breakers and the mentally ill at an increasing rate; however, we are not providing opportunities for them to be responsible, productive citizens upon their release. Andrew will enter into a positive collaboration with stakeholders to include community leaders, faith-based leaders, fellow criminal justice practitioners, and mental health practitioners to seek solutions for this crisis.
To provide for greater transparency and accountability of taxpayer dollars.
The residents and taxpayers of Broward County deserve to know how their hard-earned tax dollars are being spent by BSO. Andrew will provide transparency in BSO contracts and expenditures and make them accessible to the public so they can fully understand the true cost of their public safety services.
